$4.4 billion in awards, but an incomplete outcomes record

Eleven agencies issued $4.4 billion in Small Business Innovation Research and Small Business Technology Transfer awards in fiscal 2024, split almost evenly between open and conventional topics, GAO reported September 29.

GAO separately examined required commercialization reports for awards from fiscal 2019 through 2024 and found businesses submitted the required data for fewer than half of their prior awards. That means the government lacked a complete basis for comparing how often taxpayer-funded research reached a commercial market.

The missing reports do not map dollar-for-dollar

The $4.4 billion figure and the less-than-half reporting rate describe related but different populations. The first is the scale of fiscal 2024 awards; the second covers required data tied to prior awards across six fiscal years.

It would therefore be unsupported to say that more than half of the $4.4 billion lacked outcome data. GAO’s defensible conclusion is that the commercialization database was too incomplete—and, according to SBA, insufficiently validated—to support reliable comparisons.

Communication and enforcement both failed

GAO found that not all agencies clearly told applicants about reporting requirements or verified compliance. SBA officials also said simply increasing submissions would not make the database reliable without validation, potentially using other sources such as tax-revenue data.

GAO issued 13 recommendations to participating agencies on communicating and checking requirements and one to SBA on strengthening data reliability. The agencies agreed; all 14 were listed open when the report was released.

Newsroom method and limit

The newsroom compared the report’s funding total, award count, time periods, reporting rate and recommendation ledger. GAO analyzed agency and SBA data, interviewed officials and spoke with 20 randomly selected award recipients.

The original accountability finding is that a multi-billion-dollar program could not reliably compare commercialization results because required records covered fewer than half of prior awards. It does not establish that an unreported award failed or that funds were misspent.
