The report pairs output metrics with a capacity warning

FHFA’s inspector general reported $29,480,769 in restitution, fines, assessments and forfeitures for April through September 2026. In the same period, it issued eight reports and made 55 recommendations.

The October 30 semiannual report says FHFA then reduced the office’s fiscal 2027 budget by about 64% from the $55 million estimate in the President’s budget.

The office says two functions will disappear

The watchdog says the reduction requires shutting down its national criminal enforcement program, cutting mission-critical staff and eliminating the Office of Evaluations. That is the inspector general’s stated operational consequence, not an independently enacted staffing table reproduced by this newsroom.

The office oversees risks at Fannie Mae, Freddie Mac and the Federal Home Loan Banks, which reported about $7.85 trillion and $1.44 trillion in assets respectively as of June 30.

Monetary results are not the same as budget return

Dividing $29.48 million by eight reports would create an artificial average because the money comes from investigations and joint cases, not necessarily those eight reports. It also would not prove that every dollar was collected during the six-month window.

The accountability question is prospective: which investigations, evaluations and recommendations will go unaddressed after the cuts, and how FHFA will measure the resulting oversight gap.

Method and limits

The newsroom extracted the report’s headline metrics, asset exposure and budget statement and kept court-ordered monetary results separate from appropriations. It did not audit the OIG or forecast fraud losses.

The 64% figure is described as approximate and tied to an earlier $55 million estimate. A final enacted funding table and staffing plan would provide the definitive baseline.
