A decision target and a suspension in the same quarter

FAA’s February 2025 navigation roadmap targeted the first quarter of 2025 for a final investment decision on phase one of the DVT Sustainment Program. A September 29, 2026 inspector-general report says FAA suspended the program in March 2025, the same calendar quarter.

The audit says funding concerns and shifting priorities contributed to the suspension. It also says FAA lacked an estimated restart date and a long-term implementation plan for the aging ground-navigation portfolio.

A policy deadline is not a restart date

FAA agreed to revise its design-assurance guidance by September 30, 2027. That deadline is 30 calendar months after the suspension month and 366 days after the audit’s release.

It is a commitment to repair policy and procedures—not a promise to restart procurement, deliver equipment or complete modernization by that date.

The assurance-level gap

The inspector general found FAA lacked adequate guidance for assigning design assurance levels to ground-based navigation aids. An internal preference for a stricter level does not independently prove that the approved level was unsafe, and the audit did not attribute an accident to the gap.

FAA says it uses other acquisition approaches to address aging equipment. The DVT suspension therefore does not establish that every navigation upgrade or maintenance activity stopped.

What the cross-record comparison adds

The historical roadmap is a planning record, not a guarantee. Cross-reading it with the later audit nevertheless identifies the missing replacement timetable: a near-term investment milestone disappeared, while a policy-repair deadline arrived without a program restart date.

Public tracking should distinguish guidance completion, acquisition restart, contract awards and equipment deployment. Conflating those milestones would make progress appear faster than the records support.
