Reach is a broader measure than a court order

California highlighted more than 10,000 people reached through CARE Act pathways on October 1. That is not the number placed under court-ordered CARE plans. The accompanying implementation update records 1,414 voluntary agreements and 56 court-ordered plans through June 2026.

Our calculation puts court-ordered plans at 3.8 percent of those two categories combined: 56 divided by 1,470. It is not the percentage of all people reached who were compelled into treatment. The report also counts petitions and connections outside the formal process; adding those categories cannot safely produce a new unduplicated participant count.

The housing comparison uses an earlier window

The update reports housing rising from 53 percent to 71 percent among the participants measured—an 18-percentage-point difference. The underlying annual-report window ends in June 2025, while court totals extend through June 2026. Presenting them as one current cohort would blur the evidence.

These are preliminary program observations, not a controlled demonstration that CARE alone caused every housing change. The state’s own methodology distinguishes the annual report from an independent evaluation, with preliminary findings due December 31, 2026 and a final report due December 31, 2028.

What to ask of the next report

The next useful comparison is not just a larger reach total. It is whether the same people can be followed over time, how many remain engaged and housed, and what happened to those who left the process. Reporting those measures with their denominators would let readers assess durability rather than confuse outreach, a petition and a treatment plan.

This analysis checks the state’s categories and calculates one clearly bounded proportion. It does not independently audit county records or assess any individual’s care. The October announcement supplies a timely policy claim; the underlying reporting windows determine how far the numbers can support it.
