Two $350,000 entries describe one pot of money

Kern County Probation is asking supervisors to recognize a $350,000 California Advancing and Innovating Medi-Cal planning grant and then transfer the same $350,000 to General Services for a Wi‑Fi project at youth detention facilities.

Budget amendment 2700226 raises Probation's intergovernmental revenue and special departmental expense by $350,000. Amendment 2700227 moves $350,000 from that expense account into General Services' major-maintenance project. The economic authorization is $350,000, not $700,000.

The state award dates to June 2024

Probation says the state awarded the planning money in June 2024. The October 2026 action therefore appears about 28 months after the award and shifts the money toward an implementation project.

That interval is not proof of delay or noncompliance. Planning, approvals and facility requirements can precede construction, and the packet does not publish a state spending deadline against which to judge timeliness.

The project name is clearer than the scope

The public record identifies wireless internet at youth facilities and ties it to CalAIM planning, but it does not itemize buildings, access points, cabling, security controls, vendor selection, maintenance costs or completion dates.

It also gives no outcome measure such as telehealth sessions enabled, coverage tests passed or percentage of occupied space served. Those omissions prevent a cost-per-site or service-capacity calculation.

Method and limits

What’s the Scoop With Broach traced the account entries in both amendment forms and treated the second as a transfer of the first, rather than summing repeated $350,000 postings. The award-to-agenda interval is calculated by calendar month.

This analysis does not allege that the accounting is improper. It explains the flow and identifies the project details a later construction record should supply.
