Two amendments move the same agreement in opposite directions

Kern County supervisors are being asked to remove $398,700 in jail-management-system data-migration work from Agreement 152-2023 with National Public Safety Group, then add $148,908 to keep the same consultant providing project management through September 30, 2027.

The paired changes produce a net $249,792 reduction. The revised ceiling would be $602,126, which is 32.9% above the agreement’s original $453,218 maximum but 29.3% below the $851,918 ceiling created after the migration work was added in 2024.

The fiscal line and the project question differ

Staff lists a $111,681 fiscal-year 2026-27 impact for the extension. That is not the same as the full $148,908 amendment ceiling, and neither figure says how much has already been invoiced under the earlier agreement.

The cancellation may reflect a changed implementation plan, avoided work or a new vendor. The posted record does not say. It also does not publish a replacement migration scope, schedule or all-in jail-management-system budget.

A separate tracking contract is not the missing answer

The same agenda separately proposes a $770,131 JailCore contract for electronic inmate tracking and housing checks. That product and the consulting agreement have different scopes and terms, so adding them does not produce a complete system cost and does not establish that JailCore replaces the canceled migration work.

This newsroom compared the original agreement and both amendments, recomputed every ceiling and preserved the distinction between authorization and expenditure. The documents establish a canceled scope and extended management work—not project failure or waste.

What remains undisclosed

Before the vote, the public record leaves basic questions unanswered: why migration was removed, who will perform it, whether milestones changed, and how the added consulting year maps to delivery. Those answers would allow the net reduction to be assessed against project results.
