Both ends of the range rise 55.9%
Kern County proposes moving its Public Health Officer from an approximate monthly range of $12,792–$15,286 to $19,940–$23,828. The increase is 55.9% at both endpoints.
Annualizing the displayed figures moves the range from $153,504–$183,432 to $239,280–$285,936. Those are salary ranges, not proof of an incumbent’s actual pay.
| Measure | Current | Proposed | Increase |
|---|---|---|---|
| Monthly minimum | $12,792 | $19,940 | $7,148 |
| Monthly maximum | $15,286 | $23,828 | $8,542 |
| Annualized maximum | $183,432 | $285,936 | $102,504 |
$37,458 sits beyond the largest base-pay change
The county lists an annual fiscal impact of $139,962. Subtracting the largest annualized base-pay increase, $102,504, leaves $37,458 that the one-page report does not itemize.
That difference may represent pension, benefits, payroll costs or budgeting conventions. It is not necessarily an error or excess payment. The accountability issue is that residents cannot reproduce the total from the posted figures.
The county offers a rationale but not its evidence
Human Resources says the change reflects evolving duties and aligns the range with similar classifications in Kern’s comparison counties. The packet does not identify those counties, publish their pay figures, describe changed duties, show recruitment history or identify an incumbent step.
The proposed maximum remains below the County Administrative Officer’s listed maximum while exceeding the County Counsel maximum. Those comparisons provide context, not a market study.
What the record establishes
A physician-executive public health post carries statutory and operational responsibilities, and a recruitment or market correction may be justified. The vote remains proposed as of October 24.
This newsroom recalculated both endpoints and compared the largest possible base-pay delta with the stated annual impact. The result establishes an unitemized cost layer, not that the county’s estimate is wrong.
