One manager replaces two officer classifications

An October 27 personnel item would add one Assistant Probation Division Director and delete two Deputy Probation Officer I positions effective October 31. The net change is one fewer authorized position, with staff listing $14,870 in General Fund savings.

The agenda does not say whether the two officer positions are occupied or vacant, where they are assigned, or how their duties and caseloads would be redistributed. It therefore does not support describing the proposal as two layoffs or a demonstrated service cut.

Published base ranges do not reproduce the estimate

Kern’s October 15 salary schedule lists the assistant director at approximately $9,579 to $11,447 a month. Two regular Deputy Probation Officer I base ranges total $9,722 to $11,618—only $143 to $171 more per month at matched endpoints, or $1,716 to $2,052 annualized.

Those range comparisons do not disprove the county’s $14,870 figure. Actual employee steps, benefit load, vacancy status, bargaining-unit costs and the fiscal period are missing, so the official estimate cannot be independently reproduced from the posted schedule alone.

The accountability issue is operational, not personal

A management position may carry responsibilities that two entry-level officer positions do not. The packet provides no organizational chart, duty comparison, caseload analysis or explanation of why the new structure is needed for the stated saving.

What’s the Scoop With Broach cross-read the agenda with the current salary schedule and tested the public estimate against published ranges. The finding is a documentation gap, not an allegation that the county miscalculated payroll.

Questions before authorization

A reproducible record would identify the item numbers and steps, whether the deleted positions are funded and occupied, the benefit assumptions, the savings period and the operational plan. Without that, residents can see the headcount trade but not fully evaluate its cost or service effect.
