The cover and attachment describe different work

Kern County’s October 27 agenda lists an amendment to cloud-data-archive agreement 489-2024 with the California Mental Health Services Authority. The supporting PDF begins with a county cover sheet for that archive service, then switches to an 11-page amendment for HEDIS performance measurement numbered 11607-KC-QM-25_26-AM1.

The mismatch spans service, agreement number, term and amount. It is not simply a second numbering convention. The archive cover describes Microsoft Azure storage for legacy electronic medical records through June 30, 2029; the attached agreement describes measurement-year 2026 health-plan reporting.

The two dollar figures differ by $213

The archive cover asks to add $42,657 and raise the total to $115,617. That implies a prior ceiling of $72,960 and a 58.5% increase. The attached HEDIS agreement instead combines an $89,100 enhanced bundle with $26,730 for data sharing, totaling $115,830.

The $213 difference is a document discrepancy, not evidence of an overcharge. The public record does not show that either amount has been paid under this proposed amendment.

The missing terms matter before the vote

The cover says the archive total excludes optional professional services, additional storage and backup, usage charges, third-party fees and other work. It also says the amendment changes annual fees and the invoice-and-payment schedule. Those terms cannot be checked because the posted agreement is for another program.

Kern previously published a separate HEDIS proposal, which this newsroom analyzed on October 16. This finding concerns the new archive agenda item and its incompatible attachment, not the merits of HEDIS performance measurement.

A fixable records problem, not a fraud finding

The mismatch may be a document-assembly or upload error. County Counsel approved the archive amendment as to form, according to the cover, and the archive has a stated continuity purpose. The record supports no claim of fraud, privacy breach, data loss or payment.

What’s the Scoop With Broach re-downloaded the 12-page file and rechecked its cover, first agreement page and fee table. A corrected attachment would change the finding and should be posted before supervisors act.
