Revenue falls as transfers more than double

The Recorder Modernization Fund collected $716,135 in 2024–25 and spent $1,041,106, a $324,971 shortfall. The adopted plan budgets $640,008 in revenue and $2,215,274 in appropriations.

Revenue declines $76,127, or 10.6%. Spending increases $1,174,168, or 112.8%, driven by $2,145,274 in other financing uses. The resulting $1,575,266 deficit is 384.7% larger than the latest actual gap.

The comparison comes from Schedule 9, printed page 246, and separates service-charge collections from the much larger transfer decision.

The table does not identify digitized documents, processing times, security improvements, vendor payments or the recipient of the transfer. It therefore cannot show whether the larger draw buys a one-time upgrade or finances recurring operations.

The original contribution is the scale comparison: authorized costs are 3.46 times expected revenue. Procurement records, project milestones and the fund-balance schedule are needed to judge the investment.
