Revenue rises $997,107, or 24.4%, to $5,081,961. Because costs grow slightly faster, the magnitude of net county cost rises from $294,972 to $418,536—$123,564, or 41.9%.

Services outpace payroll growth
Services and supplies increase $509,578, or 42.8%, while salaries and benefits increase $528,349, or 28.0%. Other financing uses rise $126,570, nearly tripling, and the plan adds $36,000 in capital assets.
Other charges fall $79,826. On the receipt side, other financing sources rise by $1,398,679 while charges for services fall $318,135 and use-of-money revenue falls $82,116. The summary does not identify the transfer source.
A transfer supports the top-line growth
The distinctive finding is that nearly all of the revenue increase comes from financing sources, not recording fees or service charges. That change supports higher payroll and purchased services while the local cost still rises.
Schedule 9 does not disclose document volume, turnaround time, modernization contracts or the origin and restrictions of transferred money. It therefore establishes the financing shift but not its operational effect.
