The two increases total $3,957,291

Kern supervisors considered two Recology Kern County amendments on the same afternoon agenda. One adds an estimated $1,714,228 for the Bena Sanitary Landfill. The other adds an estimated $2,243,063 for the Boron, Mojave-Rosamond and Ridgecrest sanitary landfills.

Combined, the estimated compensation increases are $3,957,291. The multi-landfill amendment contributes 56.68% of that amount; Bena contributes 43.32%.

One vendor, two accounting actions

Both items name Recology Kern County, Inc., but the county posted them as separate amendments tied to different landfill service groupings. Reading them together reveals the day’s full compensation change without merging their legal agreements.

The documents use estimated compensation. That wording matters: an amended estimate or maximum is not proof that the county has already paid the entire increase.

The missing denominator limits the conclusion

The public agenda summaries identify the increases but do not state a combined pre-amendment value for the two contracts. Without that denominator, it would be misleading to publish a percentage increase or say the contracts doubled.

A complete performance review would compare tonnage, unit rates, invoices, service levels and contract ceilings. The present finding is narrower: supervisors were asked to add nearly $4 million in estimated compensation across the paired actions.

Method and limits

What’s the Scoop With Broach paired adjacent agenda items by vendor and service type, added the stated compensation increases and calculated each item’s share. No amount was inferred for a missing base contract value.

The records do not establish actual future tonnage, final payments, landfill performance or the reason each estimate changed. Those require invoices and operational records not contained in the summaries.
