A 2008 agreement is still being extended

Kern County Fire is asking supervisors to approve Amendment 21 to agreement 1019-2008 with Everbridge for the ReadyKern mass-notification system. The amendment would add $106,820 and extend service from January 1 through December 31, 2027.

That places the next term in the 18th calendar year after the original 2008 agreement. The amendment count is a procurement-history fact; it does not mean every prior amendment raised the price or covered a full year.

The packet documents continuity, not performance

Fire officials say ReadyKern is the county's primary way to send emergency messages and that uninterrupted service is critical. Continuity is a legitimate operating concern for an alert platform.

The posted material does not report how many residents are enrolled, the share of messages successfully delivered, time to delivery, language coverage, failed alerts, uptime or cost per recipient. Without those outcomes, the public can verify the price and term but not the system's reach.

One-year contracting keeps the next decision close

A one-year extension can preserve flexibility, but it also leaves the county returning to the same vendor relationship again. Twenty-one amendments make the contract's cumulative value and performance history more useful than any single annual price.

The current packet does not provide that cumulative ledger or a competitive-market comparison. It also does not establish a service failure, an outage or improper procurement.

Method and limits

This newsroom matched the Fire Department's board letter to the signed amendment page, checked the agreement number, amendment number, added amount and dates, and compared the disclosed performance information with the continuity claim.

The analysis concerns what the public packet makes measurable. It cannot determine the value of proprietary platform features, prior amendment purposes or actual alert performance from records not included.
