From a $3.7 million gain to a $1.0 million loss
Kern County’s Public Transportation Enterprise Fund recorded $3,718,864 in operating income in 2024–25. The adopted 2025–26 budget instead shows a $1,000,617 operating loss—a $4,719,481 reversal.
Operating revenue falls from $16,037,973 to $13,583,977, or 15.3%. Operating expense rises from $12,319,109 to $14,584,594, or 18.4%. The figures are on printed pages 343–344 of the county budget.
Intergovernmental operating revenue declines from $13,478,788 to $12,157,977, charges for services fall from $751,997 to $400,000, and miscellaneous revenue falls from $1,439,912 to $806,000.

Tax support and capital spending move in opposite directions from fares
Taxes and assessments rise from $10,548,852 to $11 million. Total nonoperating revenue rises from $8,708,244 to $12,370,000 even as the operating statement turns negative.
Capital assets increase by $5,756,084. After capital spending, the budget shows a $1,824,844 decline in net position, from an opening $37,159,457 to an ending $35,334,613.
Fare revenue cannot be isolated perfectly from the summary because the line is labeled charges for services. Still, that line’s 46.8% decline is much steeper than the overall 15.3% operating-revenue decline.
A budget does not measure service
The table does not report riders, route miles, on-time performance, farebox recovery or which projects make up the capital authorization. It cannot establish whether service is expanding or contracting.
This records analysis contributes the operating reversal, financing mix and capital-growth calculations. The next accountability test is to compare the adopted figures with ridership, grant receipts, asset deliveries and year-end actuals.
