The combined estimate is $1,771,500
Kern’s October 27 agenda approved parallel labor amendments for probation officers and probation managers. The officer agreement has an estimated $1.7 million fiscal impact; the manager agreement adds an estimated $71,500.
Together, the county’s estimates total $1,771,500. Officers account for 95.96% and managers 4.04%. The officer estimate is 23.78 times the manager estimate.
| Employee group | Estimate | Share |
|---|---|---|
| Probation officers | $1,700,000 | 95.96% |
| Probation managers | $71,500 | 4.04% |
| Combined | $1,771,500 | 100% |
The benefit has no cash value
Both amendments create a personal holiday effective October 31 and state that the holiday has no cash value. That means the $1.77 million figure should not be described as a direct cash payout to employees.
The fiscal estimate instead represents the county’s valuation of paid time or related labor impact. Actual budget effect can depend on scheduling, backfill and whether operational coverage requires overtime.
Equal benefit, sharply different aggregate cost
The same benefit structure produces very different group totals, consistent with a much larger officer bargaining unit than manager unit. The agenda does not publish headcounts or a per-employee calculation, so the exact population and implied per-person value cannot be checked from the summary alone.
Publishing that calculation would let readers distinguish wage valuation from expected cash expenditure and test whether the estimate assumes full use.
Method and limits
What’s the Scoop With Broach paired the two labor items, added the stated fiscal estimates and calculated group shares and ratio. The analysis preserves the contracts’ no-cash-value qualification.
The posted summaries do not provide bargaining-unit headcounts, wage distributions, backfill assumptions or realized overtime. They support a finding about estimated fiscal impact, not a claim that $1.77 million will be paid as bonuses.
