A five-source funding plan totals $10,770,429
Kern County’s October 27 public-works packet estimates $10,770,429 for a roundabout at State Route 43 and 7th Standard Road. The plan combines a federal Highway Safety Improvement Program grant, federal Surface Transportation Block Grant money, a state Local Transportation Climate Adaptation Program grant, county road funds and developer contributions.
Spread evenly over the stated 12-month construction schedule, the estimate equals $897,535.75 per month. That calculation is a scale comparison, not a forecast of monthly invoices; construction payments rarely arrive in equal installments.
| Measure | Amount |
|---|---|
| Estimated total | $10,770,429 |
| Stated construction period | 12 months |
| Even monthly equivalent | $897,535.75 |
| Bid opening | December 2, 2026 |
The estimate is not a contract award
The county advertised a December 2 bid opening. Until responsive bids are opened and a contract is awarded, the $10.77 million figure is a planning estimate rather than the final construction price.
The packet also identifies right-of-way and utility work. Those dependencies matter because schedule or scope changes outside the paving contract can affect when the intersection opens even if the winning contractor performs on time.
The accountability test comes after bidding
The first measurable test is whether the lowest responsible bid fits the estimate. The second is whether change orders, utility relocations and right-of-way costs keep the completed project within the assembled funding plan.
A roundabout may reduce severe intersection conflicts, but the posted record does not promise a particular crash reduction. Safety outcomes should be compared with a documented preconstruction baseline after enough traffic exposure has accumulated.
Method and limits
What’s the Scoop With Broach reviewed the county’s project memorandum and funding summary, checked the arithmetic and divided the estimate by the stated schedule for context. This is public-record analysis; no site visit, engineering judgment or interview is represented.
The record establishes the estimate, proposed funding structure and bidding timetable. It does not establish the winning bid, final cost, completion date or future crash performance.
