The amendment supplies most of the contract

Kern’s October 27 agenda increased its Bridges Youth Homes agreement by $270,000 to a new maximum of $345,000. Subtracting the amendment from the new total yields a $75,000 starting authorization.

The increase is therefore 360% of the original amount, and the amended contract is 4.6 times the base. More than three-quarters of the final ceiling—78.3%—comes from the amendment rather than the original award.

The record changes both money and schedule

The board item says the amendment modifies the funding schedule for shelter and related youth services. It identifies state and federal funding and an agreement awarded through a request for proposals.

Those facts distinguish the action from a no-bid emergency purchase. They do not answer why the starting ceiling covered only $75,000 or which service volumes drove the later $270,000 addition.

A larger ceiling needs outcome measures

Residential youth services can fluctuate with placements and length of stay, so a higher maximum does not prove overspending. The accountability question is whether the added public money corresponds to more beds, more service days or higher approved rates.

The agenda summary does not publish those outcome measures. A later review should reconcile invoices and placements against the amended schedule rather than treating the $345,000 ceiling as money already spent.

Method and limits

This newsroom derived the base amount from the posted increase and final total, then calculated the amendment’s share and the percentage increase. Findings are financial-document analysis, not an inspection of a youth home.

The public packet does not disclose client records, occupancy, per-day rates or vendor performance. It supports a contract-growth finding but not a claim about care quality or any individual child.
