A funding source is not a final allocation

Kern County’s October 13 Public Works packet sought $1.25 million from unassigned Road Fund designations to rehabilitate a building at the Patton Way corporation yard. Our review found a distinction important to residents tracking road money: the request names the fund providing the appropriation, but it does not quantify how the eventual costs would be divided among the building’s users.

Staff lists road-work coordination, code-compliance operations and other Public Works activities as intended uses. The letter says project costs would be allocated consistently with anticipated use by client funds or participating entities. No accompanying percentage, square-footage schedule or reimbursement timetable appears in the two-page packet.

What the accounting sheet establishes

The attachment is a draft budget amendment, not a paid invoice. It pairs the $1.25 million capital-project increase with entries involving unassigned designations and prior-year retained earnings. The staff recommendation sets a project ceiling of $1.25 million and characterizes the request as an unbudgeted, discretionary Road Fund action.

That distinction rules out two shortcuts: the proposal alone does not establish that $1.25 million has been spent, and it does not establish that the Road Fund would ultimately bear every dollar. Conversely, a promise to allocate costs by use is not enough to calculate the eventual road-program share.

The next records should connect occupancy to dollars

A useful follow-through disclosure would identify each occupying program, its assigned share and the basis for that share, together with transfers or reimbursements actually recorded. The schedule needs to distinguish an initial financing source from the fund responsible for the final cost. It should also say whether the allocation changes if actual occupancy differs from the planned use.

The question is whether the final ledger matches the allocation promised in the request. Nothing reviewed establishes misuse, an improper charge or a completed reimbursement.

Scope and limits

We compared the staff letter and draft accounting sheet with afternoon agenda item 28 and the county-issued meeting recap. The recap does not identify this item’s vote; this report therefore analyzes the submitted request, not a verified final authorization or construction outcome. We did not inspect the building, obtain a final allocation ledger or conduct interviews. The next verifiable milestones are the adopted action, cost-allocation schedule and actual expenditure records.
