The paired actions move in opposite directions
Kern supervisors considered two amendments to agreement 152-2023 with DXC Technology. Amendment 2 cancels data-migration services and reduces the contract by $398,700. Amendment 3 extends other services and adds $148,908.
Taken together, the same-day actions reduce the prior scope by a net $249,792. The added year restores 37.35% of the amount removed, leaving 62.65% of the canceled value as a net reduction.
| Action | Change |
|---|---|
| Cancel data-migration services | −$398,700 |
| Extend remaining services | +$148,908 |
| Net same-day change | −$249,792 |
| New stated contract total | $602,126 |
The extension is retroactive
The third amendment covers September 29, 2026 through September 30, 2027 and sets a new stated contract total of $602,126. The fiscal 2026–27 impact is listed as $111,681.
Because the extension began before the October 27 board action, the approval is retroactive. The packet establishes continuity of service, but it does not explain why the extension was not brought forward before the prior period expired.
Cancellation changes the implementation story
Data migration is a material component of replacing or upgrading a jail-management system. Removing it can reflect a changed technical plan, avoided duplication or an abandoned deliverable; the board summary does not specify which.
The prudent measure is therefore the documented net contract change, not an assumption that $398,700 was wasted or saved in cash already paid. Invoice and acceptance records would be needed to determine actual expenditure and operational effect.
Method and limits
This newsroom paired consecutive agenda items tied to the same agreement, netted their dollar effects and calculated the proportion restored by the extension. It did not infer a pre-amendment contract total that the summaries do not state.
The public record does not identify migrated data volumes, system cutover status, vendor performance or the county’s alternative migration method. Those gaps prevent a conclusion about technical success or failure.
