A five-year cost with a first-year hardware spike

Kern Public Health proposes a sole-source agreement with Agile Fleet totaling no more than $142,918 through February 2031. The first-year budget transfer is $31,679: $24,568 for a mail-slot key box and $7,111 for data processing.

The vendor's five annual totals in the packet add to $142,917.35, within 65 cents of the county's rounded ceiling. The quote also says professional services are $225 an hour and software fees may increase by as much as 5% annually.

The justification depends on an unquantified success

The department says the same system allowed it to reduce the fleet at its Public Health Services building and hopes to do the same at Environmental Health. It also says the software integrates with Geotab, spreads mileage across vehicles and supports annual utilization review.

The public packet does not say how many vehicles were eliminated at the first site, how much that saved, how many Environmental Health vehicles are currently underused or what reduction would make the new purchase pay for itself.

Sole-source compatibility narrows the choice

Kern says Agile Fleet is the vendor for the existing system and its software is the only option that integrates seamlessly with the county's current telematics. That explains the proposed sole source, but it does not substitute for a measurable benefit target.

The contract is also governed by Virginia law, with litigation venue in Fairfax County. That term is not proof of a disadvantage, but it is a material condition for a California public agency and should be visible alongside the technical rationale.

Method and limits

What’s the Scoop With Broach reconciled the quote's annual charges, separated the capital and data-processing transfer, and compared the county's stated objectives with the performance information published in the packet.

The absence of a published baseline does not mean the system cannot save money. It means the public cannot test the department's expected return before approval. Later fleet inventories, utilization reports and disposal records could supply that missing measure.
