The larger agreement accounts for more than three-quarters of the cost
Kern County’s November 10 consent agenda proposes labor agreements with two firefighter bargaining units. The safety-unit memorandum has a stated $533,000 fiscal impact; the civilian non-safety agreement adds $161,456. Together they total $694,456.
The safety agreement represents 76.75% of the combined amount and the civilian agreement 23.25%. Both expire June 30, 2027, about seven and a half months after the proposed November 14 implementation date.
| Agreement | Impact | Share |
|---|---|---|
| KCFFU safety unit | $533,000 | 76.75% |
| KCFFU civilian non-safety | $161,456 | 23.25% |
| Combined | $694,456 | 100% |
The agenda omits the denominator
The public summary says the memoranda change wages, hours and employment terms. It does not state how many employees are covered, separate one-time from recurring costs, or show the value of each wage or benefit provision.
Without headcount, this newsroom did not calculate a per-employee gain. Dividing the total by an assumed workforce would create a false precision because safety and civilian employees may receive different provisions and may not all be on payroll for the full term.
A short agreement still shapes future bargaining
The expiration date makes these relatively short-term agreements. Even when a listed fiscal impact is budgeted, wage schedules or benefit changes can become the baseline for later negotiations and may have pension or overtime effects not visible in a one-line agenda description.
The record reviewed does not establish that the $694,456 is excessive or insufficient. It establishes the amount the county placed before the board without the workforce and provision-level table needed for an independent per-worker review.
Method and limits
What’s the Scoop With Broach combined items 23 and 24 because they concern related Kern County Fire Fighters Union units on the same agenda, then calculated each share of the published total. The agreements remain legally separate.
The analysis does not infer employee votes, negotiating positions or service impacts. Final terms depend on the signed memoranda and board action; the agenda summary alone is not a payroll forecast.
