Two positions moved into a new classification
Kern supervisors approved a Behavioral Health Program Development Coordinator classification, items 0772 and 8483, at salary range 69.6. The action reclassified two Special Project Manager positions effective October 31 and listed no fiscal impact.
A zero fiscal-impact label can be consistent with an existing budget covering the positions. It does not mean the employees work without pay or that the new classification has no compensation value.
| Field | Agenda value |
|---|---|
| New classification | Behavioral Health Program Development Coordinator |
| Positions reclassified | 2 |
| New salary range | 69.6 |
| Stated fiscal impact | None |
The public summary omits the comparison needed to test the zero
The agenda does not publish the outgoing Special Project Manager salary range, filled status, benefits or funding source. Without those fields, residents cannot determine whether the two classifications have equal costs or whether savings elsewhere offset an increase.
That missing comparison is not evidence that the fiscal label is false. It is the reason the label cannot be independently reconstructed from the summary alone.
Classification and program performance are different questions
A job title can clarify duties, recruitment qualifications and accountability. The board item does not specify programs, caseloads, deliverables or performance measures for the two positions.
Future payroll schedules can confirm realized cost; organization charts and job specifications can show responsibility. Neither record would, by itself, prove better behavioral-health outcomes.
Method and limits
What’s the Scoop With Broach extracted the position count, classification, salary-range label, effective date and fiscal field from the official October 27 agenda. No personnel file or confidential health record was reviewed.
This report does not identify either employee or allege improper compensation. It identifies the exact public information needed to make the zero-cost conclusion independently testable.
