The classification moved 8.9 salary-range points
Supervisors approved moving the Public Health Officer classification from range 80.7 to 89.6, effective October 31. The difference is 8.9 range points. The agenda lists a $139,962 fiscal impact and marks it not budgeted and discretionary.
A range adjustment changes the authorized compensation framework; it is not proof that one employee immediately received the entire fiscal-impact amount. Benefits, filled status and the county’s salary schedule determine the actual cost.
| Measure | Value |
|---|---|
| Prior range | 80.7 |
| New range | 89.6 |
| Range-point change | 8.9 |
| Stated fiscal impact | $139,962; not budgeted |
The public summary does not explain the benchmark
The agenda does not state whether the change responds to recruitment difficulty, retention, market comparisons, expanded duties or an incumbent adjustment. That makes the fiscal number clear while leaving the policy rationale outside the summary.
A higher range may be justified in a competitive physician market. Evaluating that judgment requires the staff report, comparator counties, recruitment history and a breakdown of salary versus benefits.
Unbudgeted does not mean unauthorized
The board’s approval is itself an authorization. The ‘not budgeted’ label means the cost was not already built into the adopted spending plan, not that payment would be illegal or hidden.
The follow-up test is whether the county identifies a funding source and incorporates the cost into later budget adjustments. Actual payroll records would then show the realized expense.
Method and limits
The newsroom compared the two salary-range numbers, calculated their 8.9-point difference and preserved the agenda’s fiscal labels. It did not convert range points into a percentage because county ranges are not presented as a simple linear percentage in the agenda.
No personnel file or confidential compensation record was reviewed. This analysis addresses the public authorization, not an individual employee’s pay.
