The agenda and document index do not reconcile

Kern County’s October 27 miscellaneous-documents list identifies 12 Workforce Innovation and Opportunity Act on-the-job training agreements. Nine are with Kern Regional Center and one each is with Centric Health, Bakersfield Prosthetics & Orthotics Center and Adaptive Networks.

The linked document index contains only 11 contracts: eight for Kern Regional Center and the three other employers. Agreement SC2600453 appears in the agenda but has no corresponding link in that index.

A second identifier changes between records

The agenda labels one Kern Regional Center agreement SC26001782. The contract linked in the matching position identifies itself as SC2600182. The public records do not explain whether the agenda contains an extra digit, the contract was substituted or the numbers refer to different actions.

That mismatch matters because agreement numbers are the key residents and auditors use to trace a filing across agendas, contracts and payment records.

The three non-regional-center files disclose $13,680 in ceilings

The three accessible non-regional-center contracts each cover one trainee and reimburse 50% of wages. Their maximum encumbrances are $5,280 for Centric Health, $5,040 for Bakersfield Prosthetics and $3,360 for Adaptive Networks—a combined $13,680.

The Kern Regional Center contracts use multi-client forms and disclose multiple trainees, but the missing ninth file prevents a complete public total for the 12-item batch. The three-contract subtotal should not be presented as the countywide value.

Method and limits

What’s the Scoop With Broach compared every agreement number and employer in the official agenda with the document-index links, then read the three non-regional-center contracts and added their stated maximum encumbrances. The newsroom did not publish trainee names.

The index gap does not establish that the missing agreement was never executed or that reimbursements were improper. It establishes that the public filing, as posted, cannot be reconciled without another record.
