The unresolved pool has a distinct response pattern

The Office of the Director of National Intelligence had 57 open GAO recommendations as of September 15, 2026. ODNI initially concurred with seven and provided no comments on 50. That makes no-comment recommendations 87.7% of the unresolved pool.

Across all 139 recommendations issued since July 2011, ODNI concurred or partially concurred with 64, did not concur with three and gave no comments on 72. The all-recommendation no-comment share is 51.8%. The open pool is therefore 35.9 percentage points more concentrated in recommendations that received no initial comment.

Open does not mean ignored forever

An initial no-comment response is not the same as a refusal to implement. Agencies can later act, and GAO closes recommendations based on evidence of implementation or other reasons. Of the 139 total, 76 were implemented and six were closed for other reasons, leaving the 57 open.

The open share is 41.0%; the implemented share is 54.7%; other closures are 4.3%. Six of the open recommendations were designated priority items. These categories reconcile to the 139 total but do not measure the cost or importance of each recommendation.

Seventeen unclassified open items reveal the public-facing issues

GAO’s public enclosure lists 17 open unclassified recommendations involving clearance revocation, commercial satellite imagery, secure-facility accessibility, clearance reciprocity and other management subjects. The remaining open recommendations include classified work that the public letter summarizes only by broad topic.

That split prevents a complete public subject-by-subject count. It would be wrong to assume every open recommendation concerns one program, or to rank classified and unclassified items by their description length.

What this analysis establishes

What’s the Scoop With Broach recomputed the response and status shares from GAO’s two tables and compared the open pool with the full history. The finding is a concentration of unresolved recommendations among those lacking initial public comment—not proof that ODNI rejected 50 recommendations or failed every underlying task.
