The audit follows a long implementation timeline

The Department of War inspector general released its Comply-to-Connect audit on October 26 with eight recommendations. The program traces to the 2017 defense authorization law, and January 2021 guidance anticipated completing a five-step implementation process by 2023.

A prior watchdog planning document said implementation was still at step one as of May 2023. The 2026 recommendation count therefore lands after, not before, the earlier target.

Inventory accuracy is the core control

The audit objective was to determine whether the department effectively maintained accurate hardware and software inventories connected to its network under law, guidance and program requirements. Comply-to-Connect is designed to identify and assess a device before it receives or retains network access.

An eight-recommendation report signals multiple corrective actions; it does not establish eight successful intrusions or compromised systems.

A missed target and an open risk are related but different

Schedule slippage can extend the period in which inventories are incomplete. Cybersecurity impact, however, depends on which assets and controls were missing, information the public index does not quantify.

The accountability measure is implementation evidence for each recommendation, including network coverage, exception handling and asset reconciliation—not the report’s publication alone.

Method and limits

What’s the Scoop With Broach compared the 2026 report record with the inspector general’s published 2024 management-challenge and oversight-plan descriptions. No classified network data or technical scan was accessed.

Because the public metadata does not publish questioned costs, this report assigns no dollar loss and makes no allegation about a named contractor.
