A response spanning eight provinces
The World Health Organization’s October 23 update reports 9,704 confirmed Ebola cases and 4,687 deaths in the Democratic Republic of the Congo as of October 20, across eight provinces and 66 health zones.
WHO says 482 deaths were newly reported since its preceding update, 307 of them in communities. That is 63.7% of the newly reported deaths—not 63.7% of all outbreak deaths. Community deaths complicate isolation, tracing and safe-burial work.

|---|---|
| Confirmed cases | 9,704 |
| Deaths | 4,687 |

Meals and freight are part of isolation logistics
World Food Programme says it has delivered more than 744,000 meals to patients, contacts and frontline workers across 60 treatment and isolation facilities, while moving more than 3,000 metric tons of cargo.
Its six-month Ebola requirement is $115 million, including $79 million for food—68.7% by this newsroom’s calculation. Food helps people remain in isolation and treatment; it does not treat the virus.
Two appeals count different needs
A UN Geneva briefing distinguishes WFP’s $115 million Ebola-response requirement from a $214 million requirement for its wider eastern Congo operation. The numbers are not interchangeable, and neither is automatically an unfunded balance without current receipts and commitments.
Kenya’s eight secondary cases were linked to its initial case, with no evidence of spread outside that cluster in WHO’s update. Nigeria’s exposure source remained under investigation. Those facts do not support asserting a Congo link for the Nigerian case.
A trial begins; approval has not occurred
CEPI announced that the first participant in the Tumaini phase 2/3 vaccine trial was vaccinated in Bunia on October 23. The study is testing a candidate against Bundibugyo ebolavirus. Starting an efficacy trial is not vaccine approval or proof that the licensed Ervebo vaccine works against that virus species.
ECDC assessed the general risk to the EU/EEA as very low and did not recommend travel restrictions. That assessment should not be extrapolated to the United States. WHO’s detailed provincial contact percentages contain inconsistent denominators, so this analysis excludes them rather than manufacturing precision.
