Parents and advocates take safety demands to KHSD board
BAKERSFIELD, Calif. — Parents, educators and community advocates pressed the Kern High School District Board of Trustees on Tuesday night to strengthen safety at athletic events following the August 21 fatal shooting at Independence High School.
Seventeen-year-old Levi Jermaine Carter Brown was killed during a football game. Bakersfield police have described the shooting as gang-related, and a 15-year-old has been charged. The allegation has not been proven in court, and the juvenile is presumed innocent unless prosecutors prove the charge.
No current students addressed the board during the portion of the meeting described by 23ABC. Recent Independence graduate Annabelle Espinoza attended and said she was directly in front of the shooting before leaving the area. She supported identification checks and additional screening, including metal detectors or handheld security wands, while also saying Independence staff and district officers responded as well as they could that night.
Speakers ask for visible security, mental-health support and student input
Community advocate Nadine Escalante told 23ABC that she attended another district football game and saw too little visible security monitoring the stands. She called for additional training and for security personnel to remain visible as crowds move from stadiums into parking lots.
Other speakers asked the district to look beyond physical screening by expanding mental-health support, intervening earlier when concerns emerge and giving students a more direct role in safety decisions. A Students4Change representative offered to serve as a liaison among students, staff and campuses.
Those statements are proposals and personal observations from meeting participants—not findings that KHSD violated a safety rule or proof that any requested measure would have prevented the August 21 shooting.
District has tightened stadium rules; further action remains unclear
KHSD has already announced enhanced athletic-event measures, including more security and law-enforcement personnel, school-issued identification requirements for high school students, adult supervision requirements for attendees who are not enrolled in high school, a ban on backpacks and large bags and searches of bags entering venues.
The district's official website confirms that the September 8 meeting took place at its Sundale Avenue board room and continues to publish stadium-safety information for families. The public reporting reviewed Wednesday did not identify a new board vote, a commitment to install metal detectors or a timetable for additional changes.
The distinction matters: community members formally delivered their demands, but the meeting itself should not be portrayed as adoption of those proposals. Student group turns grief into four weeks of action
BAKERSFIELD, Calif. — A youth-led Bakersfield organization has launched a four-week campaign against gun violence following the fatal shooting at an Independence High School football game.
Students4Change Bakersfield founder and CEO Jalynn Hammond told BakersfieldNow that the Students Against Gun Violence campaign is designed to collect student demands, bring those concerns to public officials and keep pressure on local leaders after the initial wave of attention fades.
The campaign follows the August 21 killing of 17-year-old Levi Jermaine Carter Brown at the Independence High football game. Bakersfield police have described the shooting as gang-related, and a 15-year-old has been charged. The defendant is presumed innocent unless the allegations are proven in court.
Petitions, City Hall protest, board meeting and vigil
The first phase centers on students circulating petitions at school sites and gathering signatures from young people who want changes in how schools and the wider community respond to gun violence.
Organizers took their concerns through a peaceful Bakersfield City Hall protest campaign and to the September 8 Kern High School District Board of Trustees meeting. KHSD’s official calendar confirms that the meeting was scheduled from 7 to 9 p.m. at the district office board room, 5801 Sundale Avenue.
Hammond also announced a gun-violence vigil for September 19 at Riverwalk. A starting time had not been posted in the public information reviewed early Friday, so participants should confirm final event details with Students4Change before attending.
Students seek a larger role in safety decisions
Hammond said the petition initially focused on stronger KHSD safety measures. The district has since adopted student-identification requirements, tighter bag restrictions and increased security for athletic events, but organizers say those steps should begin a broader conversation rather than end it.
Students participating in the campaign have raised the possibility of testing metal detectors at selected schools. Hammond acknowledged that districtwide installation would be complicated and suggested a pilot program before any larger expansion.
The group is also calling for staff and security personnel to respond more consistently when students raise concerns. Those proposals are advocacy positions from the organizers; KHSD has not announced that it will install metal detectors or adopt every requested change.
Campaign expands beyond campus security
Students4Change wants Bakersfield officials to address community gun violence and access to mental-health resources alongside school-event security. Hammond said the issues are connected and argued that students need a meaningful voice in decisions affecting their safety.
The campaign is separate from the police investigation and criminal case. It does not change the charges, establish responsibility for the shooting or replace the evidence-submission request issued by the Bakersfield Police Department.
