The ceiling rises by one-third of the new total
Kern County’s October 27 afternoon agenda amended its Community Development Block Grant agreement with the City of Shafter for Rodriguez Park improvements. The maximum rises from $665,273 to $998,343.88, an increase of $333,070.88.
That is a 50.07% increase over the starting ceiling. The amendment itself represents 33.36% of the new maximum, meaning one dollar in every three now authorized was added after the original agreement.
| Measure | Amount |
|---|---|
| Original maximum | $665,273.00 |
| Amendment | +$333,070.88 |
| New maximum | $998,343.88 |
| Increase from original | 50.07% |
Federal housing money is the funding source
The agenda identifies the money as federal Community Development Block Grant funding for park improvements in Shafter. That program ties local spending to eligible community-development uses and creates a document trail through the county’s agreement, reimbursements and closeout.
The vote authorizes a larger maximum; it is not evidence that the full $998,343.88 has already been invoiced or paid. Actual expenditure should be tested against reimbursement records and completed construction.
The accountability question is what changed
A larger park-improvement budget can reflect added scope, revised construction prices or both. The board’s summary states the dollar change but does not give readers a line-by-line comparison of the original and amended work.
That missing comparison matters because the increase is half of the starting authorization. A future performance check should reconcile bid items, change orders, reimbursements and delivered amenities to the amended ceiling.
Method and limits
What’s the Scoop With Broach compared the original maximum, amendment and new maximum in the posted county record, then recomputed the percentage increase and amendment share. This is public-record analysis; no site visit or interview is represented.
The packet supports a finding about authorized funding growth. It does not establish cost overruns, contractor fault, completion status or the quality of the finished work.
