Two notices should not be described as one mass layoff
Two Worker Adjustment and Retraining Notification filings presented together cover 274 workers tied to Bakersfield-area sites, but the records describe different events. Dreyer’s lists a 221-worker temporary shutdown from November 19 through November 30 for upgrades. Key Energy lists 53 Bakersfield workers in a permanent California closure effective November 22.
Key Energy’s notice also lists four Ventura employees and none in Shafter, bringing its statewide total to 57. What’s the Scoop With Broach excludes the Ventura four from the local count and does not label Dreyer’s temporary pause a permanent layoff.
| Employer/event | Local workers | Recorded status |
|---|---|---|
| Dreyer’s Bakersfield facility | 221 | Temporary shutdown for upgrades |
| Key Energy Bakersfield | 53 | Permanent closure |
| Combined local count | 274 | Different employment events |
The Dreyer’s job mix is concentrated in operations
Dreyer’s lists 56 key operators, four Key Operator II workers, six leads, 75 machine operators and 80 production operators. The notice says there are no bumping rights. Its date range spans 12 calendar dates when counted inclusively; the packet does not state that every worker loses 12 paid workdays.
The amended notice says the company did not plan to coordinate transition, workforce-development or reemployment services through the local board, while also giving employees contact information for America’s Job Center of California and CalFresh. That is a recorded employer statement, not proof that workers were denied access to public services.
Key Energy cites decreased business
Key Energy states that decreased business led to the permanent closing and that reopening was not anticipated. Its filing distinguishes Bakersfield, Ventura and Shafter headcounts. Combining all 57 with Dreyer’s would overstate the local exposure by four.
The notices do not establish how many workers later transferred, found other jobs, received severance or returned after the Dreyer’s upgrade period. WARN filings provide advance notice; they are not final payroll or unemployment records.
What the reconciliation establishes
This analysis adds the site-specific counts, checks the job-title totals and preserves each notice’s temporary-versus-permanent classification. It establishes 274 locally affected workers in the filed plans, of whom 53 are attached to the recorded permanent Bakersfield closure. It does not convert notice counts into completed separations.
