Consent does not mean the spending is already approved

Kern County supervisors are scheduled to meet Tuesday, September 29, at 9 a.m. and 2 p.m. at 1115 Truxtun Avenue. The posted morning agenda labels many matters as consent items, meaning staff regards them as routine and the board may approve them together in one motion. The label is a proposed procedure, not proof that an agreement has already taken effect.

Members of the public may comment on consent items before the vote, and a supervisor may pull an item for separate consideration. The agenda says supporting documents are available at the Clerk of the Board office after posting.

Four decisions with specific dollar amounts

Item 11 asks to buy two cargo vans, each capped at $65,000, for ballot-counting and election outreach and to appropriate as much as $844,000 in unanticipated state revenue. Item 9 would accept a $1.8525 million federal airport grant toward a $1.95 million aircraft-rescue firefighting vehicle, with a $97,500 county match.

Item 37 proposes a three-year maternal, child and adolescent health funding application capped at $3.151 million, paired with a listed $2.780 million in-kind match. Items 26 and 27 propose separate employer-of-record and payroll-service arrangements for paid work experience: up to $275,616 with JobWorks and $600,000 with Cazador Consulting Group. These are different populations and funding sources, so adding them as if they were one contract would be misleading.

How to put a comment on the record

The county's meeting portal says registration for the 9 a.m. session opens at 8:30 a.m. Tuesday. It lists in-person and virtual participation and gives 661-529-7155 as the call-in number. If the online process fails, the county instructs callers to press the available menu option for staff assistance.

A useful comment identifies the item number and asks for a record the board can answer: the source of the $844,000 election appropriation, the match documentation for the health application, or the performance measures attached to a workforce contract. The agenda can change through supplemental material, so readers should reopen the official item before the meeting rather than rely only on this guide.
