Three accounting streams carry different meanings

Kern County’s December 31, 2025 accountability report describes a $19.968 million revenue-recognition adjustment in the General Fund. It separately reports adjustments reducing Human Services revenue by about $20.327 million and a roughly $7.828 million prior-period restatement.

For Behavioral Health and Recovery Services, the report describes about $12.539 million in revenue reductions and a roughly $17.855 million prior-period restatement. Restatements and current-year revenue adjustments are not interchangeable and should not be collapsed into a single loss figure.

The gross disclosed amounts exceed $78 million, but netting them would mislead

Adding the absolute values of all five printed amounts yields about $78.517 million. That is a scale indicator only. The entries span funds, accounting periods and directions, and some may be related components of the same correction.

The responsible public-money question is therefore not ‘Where did $78.5 million go?’ It is whether Kern can publish a transaction-level bridge that shows each adjustment, the period affected and whether cash, receivables or fund balance changed.

The follow-up connects aspects of the correction work to the county’s new enterprise system and revised processes. Technology can enforce timing and classification rules, but a conversion does not by itself prove opening balances, interfaces and user judgments are correct.

A durable closeout should reconcile the old and new ledgers and identify which audit recommendations were tested after implementation.

Method and limits

What’s the Scoop With Broach transcribed the amounts, kept current adjustments separate from prior-period restatements and calculated only an absolute-value scale total. The newsroom did not net unlike entries or label them missing money.

The accessible report is dated December 31, 2025. It describes work then pending and does not establish the present status of later milestones.
