Three grants make one $1.91 million picture
Kern’s October 27 agenda accepted three Homeland Security Grant Program awards: $200,505 for fiscal 2023, $839,747 for fiscal 2024 and $866,354 for fiscal 2025. Together they total $1,906,606.
Reading only one item would miss the scale and the overlap. The three actions put different grant years before supervisors on the same day, with no county match identified in the supporting records.
| Grant year | Award | Fixed assets | Services/supplies |
|---|---|---|---|
| FY 2023 | $200,505 | $200,505 | $0 |
| FY 2024 | $839,747 | $713,532 | $126,215 |
| FY 2025 | $866,354 | $866,354 | $0 |
| Total | $1,906,606 | $1,780,391 | $126,215 |
Equipment absorbs 93.4%
The three budgets place $1,780,391 in fixed assets, or 93.38% of the combined awards. Services and supplies receive $126,215, or 6.62%, entirely in the fiscal 2024 grant.
The county also sought authority to transfer grant-funded assets to participating agencies. That makes inventory, custody and eventual disposition—not just purchase approval—central accountability points.
Approval is not proof of deployment
The attached budget summaries were marked in progress or awaiting action when prepared on October 21. Board approval advances the grants, but it does not show that every asset has been bought, delivered or placed in service.
The documents also do not publish a single cross-year equipment list with unit prices. Public follow-up should compare purchase orders, recipients and asset tags to the three approved budgets.
Method and limits
What’s the Scoop With Broach consolidated agenda items 22 through 24, summed each award and budget category, and calculated the combined shares without counting an award twice. The analysis is based on board records, not physical inspection.
A high equipment share is not itself evidence of waste; preparedness grants often fund durable assets. The posted record does not establish operational readiness, competitive pricing or whether transferred equipment remains in county custody.
