A line-by-line reconciliation of three programs
Kern High School District’s proposed Workforce Innovation and Opportunity Act subgrant totals $1,098,642 across Careers4Success, Quest4Success and KernWorks. What’s the Scoop With Broach added the three program budgets and grouped like costs rather than treating the award ceiling as one undifferentiated training expense.
Staff salaries and fringe total $593,870, or 54.1%. Participant wages and fringe total $403,209, or 36.7%. Indirect costs total $58,063, or 5.3%. The remaining $43,500, or 4.0%, covers other listed items such as facilities, supplies, travel, supportive services and incentives.
| Cost group | Amount | Share |
|---|---|---|
| Staff salaries and fringe | $593,870 | 54.1% |
| Participant wages and fringe | $403,209 | 36.7% |
| Indirect costs | $58,063 | 5.3% |
| Other listed costs | $43,500 | 4.0% |
| Total | $1,098,642 | 100% |
Program staffing exceeds participant payroll in each combined total
The staff-pay totals are $227,903 for Careers4Success, $187,562 for Quest4Success and $178,405 for KernWorks. Participant wages and fringe are $187,200, $88,583 and $127,426, respectively. Taken together, staff pay exceeds participant pay by $190,661.
That comparison does not show that administration is wasteful. Staff can recruit employers, assess eligibility, coach participants and document compliance. It does show the allocation taxpayers should use when evaluating claims that the full award directly becomes participant earnings.
Budget authority is not a payment record
The figures are proposed cost ceilings. They do not establish that every position was filled, every participant worked the budgeted hours or every dollar was reimbursed. The packet also does not supply completion, credential, placement or retention results alongside the budget.
The newsroom transcribed each line item and checked that the grouped amounts reconcile to the $1,098,642 total. Rounding explains why displayed percentages sum to 100.1% before rounding adjustment. No allegation of improper payroll or unsupported cost follows from the allocation alone.
The accountability test comes after spending
A later evaluation should compare actual staff and participant payroll with enrollment, paid-work hours, completions and retained employment. Those outcomes would show whether the staffing structure produced durable placements; this record only establishes what the submitted budget authorizes.
