Both ends of the range rise about 30%
Kern County proposed reclassifying one District Attorney Investigative Specialist position to System Administrator. The monthly salary range would move from $7,255–$8,857 to $9,435–$11,515.
The minimum rises $2,180 a month, or 30.05%. The maximum rises $2,658, or 30.00%. Annualized salary differences are $26,160 at the bottom and $31,896 at the top before benefits and other employer costs.

The county estimates a larger all-in cost
The personnel report puts the annual fiscal impact at $48,818 and states that it was not included in the adopted budget. That estimate exceeds the salary-only difference, consistent with benefits and payroll costs beyond base pay.
The gap should not be called an unexplained overrun: the report is estimating the total employment cost, while the newsroom’s annualized comparison uses only the posted salary bands.
A classification decision should match the actual work
The public-interest question is whether the duties have evolved enough to justify a system-administrator classification and whether the county budget identifies a durable funding source. Reclassification can correct a mismatch, but it also creates a recurring expense.
The packet describes the personnel action; it does not publish a time study, external salary survey or detailed comparison of old and new duties.
Method and limits
This newsroom compared the two salary ranges, calculated dollar and percentage changes and annualized the salary-only difference. It preserved the county’s separate $48,818 all-in fiscal estimate.
The analysis does not identify the employee, assume where within the range the person will be paid or claim the reclassification is improper.
