The course is the smallest major component

Kern County Behavioral Health and Recovery Services is asking supervisors to authorize an unusual-travel request for Staff Development Specialist Cheryl Alvarado to attend Applied Suicide Intervention Skills Training for Trainers in Sacramento from November 15 through November 20. The posted worksheet caps the trip at $6,361.

The $732 tuition fee is 11.5% of that total. Airfare, ground transportation, lodging and meals add to $5,629, or 88.5%. The largest line is $3,536 for five hotel nights—55.6% of the entire request.

A trainer course can have value beyond one attendee

The department describes ASIST as a two-day suicide-intervention workshop and says the trainer course would qualify Alvarado to deliver it to Kern staff and community partners. That potential multiplier is the county's justification for sending one employee out of town.

The packet does not publish a post-course teaching commitment, expected class count, cost per future trainee or a comparison with bringing trainers to Kern. Those measures would determine whether the up-front travel produces recurring local capacity.

The request is a ceiling, not an invoice

The county worksheet is an estimate submitted before travel. Approval would not establish that each line was spent, and a lower final cost would not change the composition of the proposal reviewed by supervisors.

The public-interest question is therefore limited but concrete: most of the authorization buys access to Sacramento, not the course seat itself. A later expense report and training calendar could test the value claim.

Method and limits

What’s the Scoop With Broach transcribed the six figures from the county's travel worksheet, verified they sum to $6,361 and divided each line by the total. Percentages are rounded, so displayed shares may not sum to exactly 100%.

This analysis does not judge the clinical merits of ASIST or allege waste. The packet contains no vendor alternatives, completed-expense claim, course result or later teaching record.
