LATEST: PJM extends the emergency through Thursday night

WASHINGTON — PJM Interconnection, the nation's largest regional power-grid operator, has extended a Maximum Generation Emergency and NERC Energy Emergency Alert Level 1 across its full footprint through 11:59 p.m. Eastern Thursday, September 3.

PJM's active notice begins at 12:01 a.m. Thursday and says maximum generation has been called into operating capacity. Generation owners must tell the operator how quickly units on planned outages could return to service. A separate hot-weather alert also remains in effect through Thursday.

PJM forecasts an approximate September 3 peak of 152,496 megawatts after serving a preliminary peak of 152,518 megawatts September 1. The operator says the alert is directed at grid participants and does not require action from general customers.

This is a real capacity emergency, but it is not confirmation that blackouts are underway. PJM has not ordered rotating outages, and residents should follow instructions from their own electric utility if conditions change.

What an Energy Emergency Alert Level 1 means

An EEA 1 means a grid operator expects to have enough generation to meet demand but may be unable to maintain its normal contingency reserves. It is an early emergency level designed to bring every available resource into position before conditions deteriorate further.

PJM's Maximum Generation Emergency is aimed primarily at power plants, transmission owners and demand-response programs. Generators on planned outages must assess whether they can return early, and neighboring systems are put on notice that exports may be limited.

A higher emergency level would indicate a deeper reserve shortage. Controlled outages generally become a last-resort possibility only if the operator reaches the most severe stage and cannot otherwise balance supply with demand.

The distinction matters. A heightened blackout risk justifies preparation and conservation when requested by local utilities; it does not justify viral claims that a multistate blackout has already begun.

The Midwest grid is tightening reserves too

The Midcontinent Independent System Operator, which manages electricity across 15 states and part of Canada, is also operating under heightened precautions. Reuters reports that MISO raised reserve requirements as demand was forecast near 121 gigawatts, close to its all-time peak of 127.1 gigawatts.

MISO's public operations page shows a hot-weather alert, a capacity advisory and conservative-operations declarations issued in advance of the current strain. Those steps give utilities and generators time to secure fuel, defer maintenance and prepare additional resources.

The overlap matters because neighboring grids often help one another during regional shortages. When extreme heat covers several systems at once, fewer surplus megawatts may be available for emergency imports.

A Missouri electric cooperative has urged customers to conserve, according to Reuters. Other residents should follow instructions from their own utility or local emergency officials rather than treating a request in another service area as a nationwide order.

Why the heat is creating an immediate reliability test

Persistent high temperatures increase air-conditioning demand while also reducing the efficiency of some power plants and transmission equipment. A sudden generator failure or transmission problem during the daily peak can rapidly consume the reserves operators hold for emergencies.

The Department of Energy issued Emergency Order No. 202-26-41 on September 1. It directs PJM to dispatch specified generating units as needed for reliability and permits backup generators at large loads to be used as a last resort before or during the most severe EEA-3 condition. The order expires at 11:59 p.m. Eastern September 8.

PJM says the specified resources listed in that federal order are needed for the September 3 operating day. The notice expressly says the order is not a command for every listed resource to run at maximum output or full load; units must still follow PJM dispatch instructions.

The federal order does not itself declare a blackout. It expands the resources PJM can use while the current alerts show that the grid has moved beyond ordinary conditions and is using emergency procedures to preserve reliability.

Officials have not attributed the emergency to sabotage or a cyberattack. The confirmed driver is high electricity demand during extreme heat, combined with the need to protect operating reserves.

What customers should do now

Residents in the affected regions should keep phones and medical devices charged, know how to report a local outage and check on neighbors who depend on electrically powered medical equipment. Anyone using a portable generator must keep it outdoors and away from windows because carbon monoxide can kill without warning.

If a local utility asks customers to reduce demand, practical steps include delaying laundry and dishwashing, turning off unnecessary lights and avoiding heavy appliance use during the late-afternoon and early-evening peak. People should not compromise medically necessary cooling or equipment.

A local outage does not prove that the regional grid has ordered rolling blackouts; storms, equipment failures and distribution-line damage can interrupt individual neighborhoods even when the wider system remains balanced.

Check the outage map and alerts from your own electric utility. Do not rely on recycled screenshots, unsourced blackout maps or social-media posts that omit the alert level and effective time.

Confirmed now — and what has not happened

Confirmed: PJM has extended a Maximum Generation Emergency and EEA 1 through September 3; the alert spans its multistate footprint; a hot-weather alert remains active; MISO has tightened operations; and the Energy Department's emergency order gives PJM access to specified and backup resources through September 8.

Not confirmed: a regionwide blackout, an order for rotating outages, a national conservation mandate or a cyberattack on the grid. None of those claims is supported by the current official notices.

The emergency can improve or worsen as temperatures, demand and generator availability change. PJM may cancel the alert if reserves recover or escalate if it loses the ability to maintain the required margin.

The public deserves plain language: the grid is under serious strain and operators are using emergency tools, but the lights are still on across the system. Preparation is warranted. Panic and invented outage claims are not.
