Low population did not eliminate staffing strain

During an unannounced January 12–15 inspection, FCI Berlin held 846 people across its medium-security prison, camp and ICE population. That was about 51% of the complex’s physical capacity of 1,660.

The institution nevertheless filled only 222 of 276 authorized positions, leaving 54 vacancies and an 80.4% overall fill rate. Correctional Services was at 82 of 120 positions, or 68.3%.

Temporary coverage became routine

The inspector general counted 390 temporary-duty deployments from March 2025 through January 2026, including 323 correctional-officer details. Overtime was equivalent to more than 12 full-time positions, and staff augmentation added about 2.5 full-time equivalents.

Those are different stopgaps and should not be summed as permanent hires. Together they show that vacancy counts alone understate the operational effort required to cover posts.

The repair request adds a second capacity problem

FCI Berlin had requested about $17 million for infrastructure repairs. The inspection also described distinct needs associated with the ICE detainee population, adding operational demands beyond the ordinary prison mission.

The report does not say ICE detainees caused all staffing or infrastructure gaps. Nor does 51% physical occupancy mean every housing, clinical or security function had spare usable capacity.

Method and limits

This newsroom calculated fill and occupancy rates from the inspector general’s January snapshot and kept overtime, augmentation and temporary duty as separate measures. The report made eight recommendations and listed no questioned costs.

A four-day inspection is not a full-year census. The public record supports findings about documented vacancies, coverage strategies and repair needs, not a claim that every shift was unsafe.
