The claim
Posts often treat a dashboard reading '100% of precincts reporting' as proof that every ballot is counted and the result is legally final.
What the official process says
The Election Assistance Commission says election-night results remain unofficial. A precinct-reporting percentage can describe whether precincts transmitted initial returns; it does not necessarily count every eligible mail ballot, provisional ballot or later correction.
Officials then canvass and reconcile ballots, perform audits where required, resolve recounts and certify results under state law. Totals can change during that process without proving fraud.
Verdict: False
One hundred percent of precincts reporting is a useful progress marker, but it is not the legal certification. The responsible label is 'unofficial' until the authorized state or local official certifies the result.
Readers should check the dashboard's definition and update time rather than assuming the percentage includes every outstanding ballot category.
