The ordinance precisely identifies the segment it removes

Kern County’s ordinance rescinds section 10.04.740, which established a 45-mph limit on Wible Road between two Bakersfield city-limit points: 1,400 feet south of Belle Terrace and 660 feet north of Belle Terrace. Adding those stated distances gives a described span of roughly 2,060 feet, or 0.39 mile.

The ordinance directs the road commissioner to place and maintain appropriate signs, showing that the legal change has a physical implementation step.

Rescission does not itself state the new speed

The county counsel summary says what rule disappears, but it does not state the resulting speed limit, the effective sign plan or the engineering basis for the change. A driver cannot infer the replacement limit from rescission alone.

The resulting rule may arise from city jurisdiction, a general statutory limit or another traffic determination. The published summary should say which one applies and when signs change.

The safety record needed for evaluation is absent

The packet does not summarize collision history, measured speeds, road geometry or a traffic-and-engineering survey. Those records would allow the public to evaluate whether the change aligns with observed conditions.

Their absence online does not prove no study exists. It limits independent review of the decision from the ordinance packet.

Method and limits

What’s the Scoop With Broach added the two distances printed in the official summary and converted feet to miles. The newsroom did not measure Wible Road, inspect signs or infer a replacement speed.

The finding is a public-explanation gap: the rescinded limit and segment are explicit, while the post-rescission rule and engineering rationale are not.
