The state reached a clean statutory conclusion
California’s State Controller audited Kern County’s property-tax apportionment and allocation for July 1, 2022, through June 30, 2025. The final report found compliance with the state statutes within its scope and no errors in the sampled jurisdictions.
The audit also says Kern satisfactorily resolved the finding from the prior review covering 2017 through 2022. That is positive follow-through supported by an external state audit.

Five entities cannot be treated as a census
Auditors judgmentally selected a nonstatistical sample of five from approximately 137 jurisdictions: the county, a city, a school district, a special district and the Educational Revenue Augmentation Fund. Five divided by 137 is about 3.65%.
The report explains that an error for one jurisdiction would affect others, which makes recomputation informative. Still, a judgmental sample does not support a 100% error-free rate for every entity or transaction.
The audit excludes other charges on a tax bill
The scope was limited to distribution of the one-percent property-tax levy. Special taxes, voter-approved debt levies, fees and assessments were outside the audit.
That boundary prevents a common overstatement: the report does not certify every line on a Kern property-tax bill. It certifies the county’s apportionment and allocation process for the statutory area tested.
Method and limits
The newsroom reviewed the 13-page state audit, calculated the sample share and separated its clean conclusion from the express exclusions. It did not rerun Kern’s tax system or examine taxpayer records.
No finding of misallocation appears in this audit period. A clean audit is evidence of tested compliance, not a guarantee against future processing errors.
