Records held, at least in part: the adopted policy (item 1); board adoption or revision materials (2); pupil, parent and educator participation materials (3); exception and emergency guidance (7); and publicly distributable safety-plan language on emergency smartphone access (8).
No responsive records reported: handbooks, implementation notices, training and translated materials in the requested category (4); contracts, invoices and implementation spending records (5); existing aggregate enforcement reports (6); and evaluations of attendance, instructional time, discipline or student well-being (9).

The quoted statement is the district’s account, not a finding that no family experienced immigration-related impacts.

Next evidence question: what do implementation and training records show?
The district links English and Spanish immigration guides, state resources and translator contacts. This establishes access to guidance, not the completion of every policy or training requirement.
The equity page lists immigration resources. Its “Immigration Rights” link returned a page-not-found response in this review. A failed link does not establish that the district lacks a policy.
The district says its safety plan includes BP/AR 1445 and was reviewed by a parent committee and all staff. It reported no occurrences prompting family notices. The referenced policy documents remain to be reviewed.
The district says it has no responsive records in the requested staff-training and family-guide distribution categories. It promises to correct date, notification-timing and DOJ-address discrepancies in its safety plan and anticipates providing the updated plan by October 9. The promised version remains to be checked.

Six additional cellphone requests remain drafts and are not included in the sent total. A September 17 Buttonwillow follow-up and a September 2 Kern High CPRA request are separate from the September 1 pilot count. Their September 28 letters are summarized above and in Part 1. The Kern High cover letter reports an enclosed first batch, but those records were not supplied with the image and remain unreviewed. The sent log alone does not establish a missed deadline or a refusal.
